For all the political debate over immigration, the legal issue in In re Sergio C. Garcia on Admission is quite narrow. The main question is whether a federal law that prevents undocumented immigrants from receiving “public benefits” including a “professional license … by an agency of the state … or by appropriated funds of a state or local government” applies to the granting of a law license.
