WASHINGTON – At a congressional hearing attended by the CEOs of the top five oil companies, Rep. Edward Markey, chairman of the Energy and Environment Subcommittee, urged lawmakers to lift the liability cap for damages arising from oil disasters like the ongoing spill in the Gulf of Mexico.
